For HCN, the challenge of health sector investment goes beyond the ability to manage assets to achieve cost savings while providing high quality services. It is to answer the question of how health sector investment can contribute to sustainable economic growth and social cohesion within regions.

Partnership information

 

After its successful Interreg IIIC phase, HCN started as a non-profit interregional European organization in January 2008.

 

 

TYPES OF PARTNERSHIP

 

There are three groups of partners: founding partners, fee-paying partners (founding and new), and collaborating/associate partners. 

 

LEVELS OF FEE-PAYING PARTNERS:

 

1. Basic level

€ 3,600 per year with a minimum 1 year agreement

The focus of this level of partnership is information sharing (news, project funding opportunities, good practice, briefings, events). The specific focus is on matching information to partner region priorities (building trust). This Partnership level offers one representative in the Council of Partners.  

 

2. Full level

€7,500 per year with a minimum 3 year agreement plus payment of additional external expert fees if needed

This Partnership level includes the benefits of the Basic Partnership level but extends this to a more interactive relationship with HCN.  In addition to matching information to partner region priorities (building trust), the specific focus is on action learning to inform strategy and implementation. This may be based on analysis informed by needs assessment (clarifying the focus) and stakeholder assessments (assessing interests) that is translated into an action learning process for a three year period. A Full Partner has one representative in the Council of Partners and two Full Partners are eligible for election to the HCN Board for a period of 2 years.

 

3. Advanced level

€10,000 per year with a minimum 3 year agreement plus fees for Health Architects, Associates and Secretariat support for strategic capacity building will be charged

This Partnership level includes the benefits of the Basic and Full Partnership levels but extends this to a transformative change capacity building process supported by a HCN Health Architect’s team (local and external expertise). This might be informed by: capacity building audit (identifying areas for improvement); securing project funding (accessing external funding for key projects); shared project management (ensuring delivery and sustainability); action research (informing and improving processes). An Advanced Partner has one representative on the Council of Partners and one representative on the HCN Board for the period of their agreement.

 

 

COLLABORATING STATUS

This is a non-fee paying category for organisations who work with or represent EU regions, and act as collaborating/associate partners on projects led by HCN. They share information about HCN, its projects, events and outputs with their members in different ways and ensure that HCN activity is informed by their members priorities. Collaborating partners have one representative on the council of partners (plus the original founding partners).
